Beware of rogue rubbish clearance companies

The fly tipping occurred near the village of Fulford, and in Thorneyfields Lane and Milton Grove in Stafford.

Items dumped in Fulford Dale Lane included several carrier bags full of empty tins and food wrapping in a cardboard box with other household waste. In the country lane in Stafford packaging from furniture had been discarded illegally. And the court heard several bin bags with domestic waste were left in the town’s Milton Grove.

Silviou Lupu, 26, of Honeywall, Penkhull, Stoke on Trent admitted an offence under the Environmental Protection Act of not taking appropriate care of his household waste. In interview he said he paid someone on Facebook to get rid of the rubbish but did not have the person’s name.

He was fined £120 and ordered to pay £505 in costs with a £30 victim surcharge for the Fulford offence by Newcastle Magistrates on Monday (10 July).

Carrie-Ann McAlynn, aged 34, of Milton Grove, Stafford admitted similar offences at the two locations in Stafford in October and December last year. She told an enforcement officer for Stafford Borough Council that two men called ‘Neil and Danny’ moved the rubbish – but she did not provide contact details for them.

She was fined £200 and ordered to pay court costs and a victim surcharge totaling £540 by the justices in Newcastle at the end of last month.

The magistrates were told that it cost Stafford Borough Council tax payers more than £140,000 to clean up fly tipping over the last five years.

Following the case, Councillor Frank Finlay, Cabinet Member for Environment and Health, said: “We will not tolerate any form of littering and if you are caught then expect to be fined or prosecuted.

“People who have a pride in their area are rightly outraged when others treat our town and country lanes as a dumping ground.

“But we need the help of the public to trace the offenders so if anyone has information on fly tipping then please let us know immediately.”
