The scheme,  is called ‘Town Centre Investment Management’. It’s a process that enables the core of town centres to be brought under unified control and management, allowing a major investor to effect the level of change that key public and other stakeholders have agreed to achieve.

    You realise this involves compulsory purchase orders, i.e. taking someone’s property from them even if they don’t want to sell it to you? I’ve yet to download the report (tried it on my phone but didn’t work), but on the face of it, this scheme uses government powers, i.e. force, to make someone part with their property at potentially a much lower market value, and which could set a very dangerous precedent in other areas.
