Planning application lodged to convert former Stone Police Station to appartments

Plans have been submitted to Stafford Borough Council to convert the former Radford Street based Stone Police Station into 8 apartments.

The plans submitted by CCP Developments (Stone) Limited are summarised as:

“Change of use of former Stone Police Station and associated outbuilding to provide 8no. apartments and related works including small elements of demolition and rebuild on main police station building, first floor extension to outbuilding to be converted, demolition of further outbuilding, provision of access off Northesk Street and car parking.”

The former Stone police station was put up for sale in early 2019 following the rationalisation of Staffordshire Police’s buildings.

The development site also includes part of the once available free car park on Northesk Street which was operated by Stone Town Council before they handed it back following vandalism to the access barriers.

The police station has been empty since 2017 when staff transferred into a police post on Station Road.

The application shows that the 8 apartments will comprise 2 x 1 bedroom, 5 x 2 bedroom and 1 x 3 bedroom units, all being served by 14 off-street parking spaces.

The site is located just outside the boundary of Stone Town Centre. The buildings are not listed, but the site is located within Stone Conservation Area and the main police station building is identified as a positive building within the LPA’s Conservation Area Appraisal.

The proposal the subject of this planning application would provide 7no. apartments (of which two would be 1-bedroom units and five would be 2-bedroom units) within the main building that fronts Radford Street and would also convert and extend an outbuilding in the yard to the rear to provide a single 3-bedroom dwelling.

The proposal would also involve the demolition of an outbuilding in the south west corner of the site in order to facilitate car parking to serve the development. Access would be provided off Northesk Street (by way of modifications to an existing access point in this location), which would lead directly into the rear courtyard wherein 14no. car parking spaces would be provided.

THE PROPOSAL

3.1 The proposed development seeks full planning permission to change the use of the former Stone Police Station to provide 8no. dwellings; 7no. of which would be located within the main building itself, in the form of 2no. 1-bedroom apartments and 5no. 2-bedroom apartments and the eighth would be a 3-bedroom dwelling located within the retained and extended outbuilding to the west.

3.2 The proposed development seeks only minimal alterations to the main building including the provision of a first floor balcony to serve one of the apartments (on an existing flat roof section of the building), enlarging 4no. ground floor windows and the provision of 1no. new window (including the bricking up of two small windows) on the rear elevation, the bricking up of 1no. first floor window and 2no. ground floor windows on the demolition of a single storey element on the north elevation, the bricking up of 1no. first floor window on the southern elevation, a small single storey extension to provide a meter building in the northwest corner of the main building and the provision of a bin store.

3.3 As part of the conversion of the outbuilding to the west of the main building, a first floor extension would be provided along with a tile roof above and existing flat roof element. Three small conservation style roof lights would be provided in the roof (centrally located on the north, south and east elevations), and new openings in the form of a double door on the ground floor and a circular window on the first floor would be provided to match the existing detailing on the building.

3.4 The proposal would involve the demolition of the outbuilding in the south west portion of the site and would retain the balance of the rear yard to provide 14no. car parking spaces associated with the development. Access to the site is proposed via Northesk Street, as detailed on the drawings by both Keytech Development Design Ltd and MBD Architecture.

The consultation for feedback on the application lasts until May 3rd and parties can provide feedback into the process via the planning portal. The planning application number is 21/33919/FUL and it can be seen in full on the Stafford Borough Council planning website here.
