Plans submitted for Stone banking hub and new studio flat on High Street

Stone Banking Hub Plan Front

In November 2024, A Little Bit of Stone reported that a permanent facility on the High Street would replace Stone’s temporary banking hub at the Frank Jordan Centre. Now, a planning application has been submitted to Stafford Borough Council by the building owner to transform the former Betfred site at 42-44 High Street into a dedicated banking hub for Cash Access UK (CAUK), along with a new studio flat.

The application details that the ground floor will be redeveloped to house the banking hub, ensuring easy access for customers. A key concern for residents has been accessibility, particularly for wheelchair users and those with pushchairs. The raised area at the rear of the premises, which would have created challenges for some customers, will instead be converted into a studio apartment with a separate side entrance.

What the new banking hub will offer

The planned hub will provide essential in-person banking services, offering private individuals and business customers a way to complete transactions and get support without having to travel out of town.

Inside, the layout will include:

  • a counter service for basic banking transactions
  • private meeting rooms for confidential financial discussions
  • a customer service area where visitors can get assistance
  • level access from the High Street, ensuring the site is suitable for those with mobility needs

New illuminated signage will be installed to make the banking hub easy to find, including a fascia sign, projecting sign, and in-window directory.

New studio flat to be created at the rear

With the raised area at the back of the premises unsuitable for banking use, it will be converted into a self-contained studio apartment. The 45.5-square-metre flat has been designed to maximise natural light and includes:

  • a larger clear-glass window replacing the existing frosted windows
  • a roof light in the living area to improve daylight
  • a separate entrance via the side of the building, ensuring privacy for the resident

Other planned improvements

The building will also undergo several upgrades to bring it in line with modern standards. This includes:

  • replacing all windows and doors to improve insulation and soundproofing
  • a new rear access door providing entry to the courtyard
  • an intercom system linking the studio flat and first-floor apartment
  • updated waste storage arrangements, with bins stored at the rear and placed on the High Street on collection days

A long-term banking solution for Stone

Stone lost its last bank in September 2024 when Lloyds Bank closed, and since then, the temporary hub has provided an important service for those who rely on face-to-face banking. With a permanent location now in the works, CAUK’s hub aims to keep essential banking services within easy reach for residents and businesses.

The full planning application is now under review, and members of the public can read more or submit comments via the Stafford Borough Council planning portal:

When I was on the council they were talking about a ATM outside the Library where the phone box was situated . A pity no ATM in this new Hub but I have never seen a ATM at a Post Office

I notice that there is a Post Office sign on the plans. Is the Post Office relocating?

    • The banking hub facility is owned by the banks and operated by the Post Office – hence the sign. The post office itself will stay where it is and continue to offer the same services as it does now.

Great news, however would hope an ATM(cash machine) will also be installed outside for when the hub is closed evening/weekends/Bank Holidays.

Good news but I can find no reference to there being an ATM (cash machine) being included. The artists impression of the front window appears to show something that could be one but the application documents make no reference whatsoever. Or perhaps I’ve missed something? A banking hub without an ATM outside will be a great disappointment.
