Plans submitted to convert Sherwood House into supported living accommodation

A planning application has been submitted to convert Sherwood House on Church Street into a care facility offering supported accommodation for adults with mental health needs.

From HMO to C2 residential care

Sherwood House, located opposite St Michael and St Wulfad’s Church on the former Robin Hood pub site, has been used as a large House in Multiple Occupation (HMO) since 2012. The building contains 13 individual en-suite units across four floors, including a basement.

The new application seeks to change the use of the property from its current classification as a large HMO (sui generis) to a C2 residential institution. The proposal includes no physical alterations to the building itself, no increase in the number of rooms, and no change to the building’s footprint or appearance.

The scheme would see the property become a fully managed, supported living environment for adults with mental health conditions. According to the application, staff would be on site at all times to provide care and support.

Support from Staffordshire County Council

The application is being brought forward by Domus Portfolio 1 Ltd, with care operations to be delivered by Fairhome Property Group. A letter of support from Staffordshire County Council’s Commissioning Manager for Mental Health confirms the proposed development aligns with the council’s Market Position Statement.

That statement identifies gaps in local provision for adults requiring supported living, and the proposal is described as helping to reduce those gaps. While the council cannot commit to any direct placements due to contractual arrangements, it has acknowledged the scheme as in line with its strategic aims.

No external changes or increase in occupancy

Drawings submitted with the application show the retention of 13 self-contained units, including a designated room for a member of staff. The property currently includes two car parking spaces, which are to remain in place. There are no proposed changes to vehicle or pedestrian access.

The design and access statement confirms the development will not alter the external fabric of the building or introduce new elements such as extensions or signage. The location is considered sustainable, with access to shops, services and public transport all within walking distance.

Upcoming discussion at Stone Town Council

The proposal is scheduled to be discussed at the upcoming Stone Town Council Planning Consultative Committee meeting on 20 May 2025. The Town Council’s feedback will be sent to Stafford Borough Council as part of the planning committee’s decision-making process.
