Sean Bagguley appointed to senior finance role at County Council

A county councillor representing part of Stone has taken on a key role overseeing council finances.

Sean Bagguley, who represents Stone Rural North on Staffordshire County Council, has been appointed as the authority’s new Cabinet Member for Finance and Resources.

The role carries political leadership for the county council’s budget, contracts and performance against its agreed plans.

Background in finance and engineering

Cllr Bagguley began his working life as a marine engineer officer before moving into the financial services and investment management sector, where he spent 30 years. He later took early retirement.

He was elected to Staffordshire County Council in May 2025. Since then, he has sat on the authority’s audit and standards committee, pensions panel and two overview and scrutiny committees.

Those committees focus on financial oversight, governance and examining how services are delivered. His new cabinet position shifts him from scrutiny into executive decision making.

What he said about the appointment

Sean said:

“I am honoured to take on this important role, leading the Cabinet’s ongoing commitment to efficiency and driving value for money across council services.

“This year, we balanced the budget, identified £21.5m in savings without the need to cut frontline services and we’ve invested millions into issues that matter most to local people. I’ll be working with officers to continue in this vein.

“Bringing a greater commercial focus to the council, every penny spent will be scrutinised and opportunities to generate new income streams explored.

“I’m under no illusion that this will be easy – council budgets are stretched – but we will be creative and innovative to drive maximum value from the Staffordshire pound.”

What it means for Stone

Staffordshire County Council is responsible for services including highways, education, social care and libraries.

Budget decisions taken at County level can affect road repairs in town and nearby rural villages, school transport, support for older residents and the funding available to local services across Stone and the surrounding area.
